How to Choose an Accredited Service Provider for UAE E-Invoicing
Choosing an accredited service provider for UAE e-invoicing? Use our checklist on integration, archiving and pricing. Book a free 30-minute consultation.
Every business in scope of the UAE's e-invoicing system must exchange invoices through an accredited service provider (ASP). You cannot send PINT AE invoices to customers or report them to the Federal Tax Authority (FTA) without one. Choosing the right accredited service provider for UAE e-invoicing is therefore one of the most important compliance decisions finance teams will make this year.
As of 18 October 2026, the Ministry of Finance (MoF) list shows 67 accredited ASPs. Businesses with revenue of AED 50 million or more must appoint one by 30 October 2026. This guide explains how the ASP model works, what changed this month, and how to compare providers on criteria that matter after go-live.
What an accredited service provider does
The UAE uses a Peppol-based "5-corner" model. In short:
- Corner 1: the supplier creates the invoice in its ERP or billing system.
- Corner 2: the supplier's ASP validates the invoice and converts it to the PINT AE format.
- Corner 3: the buyer's ASP receives it over the Peppol network.
- Corner 4: the buyer receives the invoice into its own system.
- Corner 5: tax data is reported to the FTA's central platform.
The MoF's October 2026 programme presentation confirms that the 5-corner model and Corner 5 are live for the pilot phase.
The invoice itself is structured XML in the PINT AE specification. PDFs, scans and emailed images are not e-invoices under the system, and there is no QR code.
Your ASP is responsible for corner 2 or corner 3 for your business. It connects your system to the national network, validates data and passes the required information onward.
Key deadlines for appointing an ASP
Ministerial Decision No. 244 of 2025 sets the phased timeline. Ministerial Resolution No. 66 of 2026 later moved the ASP appointment date for the largest businesses.
| Group | Appoint an ASP by | Mandatory go-live |
|---|---|---|
| Revenue of AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Voluntary adoption and the pilot began on 1 July 2026. Note that the MoF's e-invoicing Guidelines (version 1.1, June 2026) still show the earlier 31 July 2026 date. The amending resolution takes precedence, so rely on 30 October 2026.
What changed on 1 October 2026: MD 168/2026
Ministerial Decision No. 168 of 2026 took effect on 1 October 2026. It repealed the previous accreditation decision (MD 64 of 2025) and introduced new eligibility and accreditation rules. For buyers of ASP services, the most important points are:
- No more pre-approval stage for new applicants. Providers are either accredited or not.
- Already pre-approved providers had 30 days to meet the full requirements or lose their pre-approval.
- The MoF keeps a central register of accredited providers.
- Termination has consequences. If accreditation ends, the provider is removed from the Peppol network.
The practical lesson: check that your shortlisted provider appears on the current MoF accredited list, not just that it was "pre-approved" earlier in the year.
The accredited service provider UAE e-invoicing checklist
The official list includes global e-invoicing networks, ERP vendors, accounting software houses, audit firms and local start-ups. They differ widely. Use the criteria below to compare them.
1. Accreditation status and track record
Confirm the provider is on the MoF accredited ASP list. Ask whether it took part in the pilot phase and how many UAE clients it has onboarded.
2. ERP and billing integration
The ASP must connect to the systems that create your invoices. These might be SAP Business One, NetSuite, Dynamics 365, Odoo or a sector-specific billing platform. Ask:
- Is there a ready connector for your ERP version, or will it be a custom API build?
- Who maps your invoice fields to the PINT AE data model, you or the provider?
- How are validation errors returned to users, and how fast?
Integration is usually the longest part of a project. If your ERP needs upgrades, start that work in parallel.
3. Credit notes and complex invoices
Under the Guidelines, an e-credit note is required whenever output tax is reduced. Credit notes can be partial and can refer to several invoices, and negative summary invoices must be issued as credit notes. Test that the ASP handles your real scenarios, including:
- multi-line and multi-currency invoices
- reverse-charge and zero-rated supplies
- deposits, retention and self-billing, if relevant
4. Archiving and retrievability
Ministerial Decision No. 243 of 2025 requires records to be kept "within the State" for the Tax Procedures Law period. The Guidelines interpret this as records being retrievable for the FTA wherever servers are located. Ask where data is stored, how long it is kept and how you export it if you change provider. Retention is generally 5 years, and 7 years for real estate.
5. Tax groups and multiple entities
Each member of a VAT group onboards separately, and transactions within a VAT group get a 24-month grace period from 1 January 2027. If you run several entities, confirm the provider can manage multiple TINs under one contract.
6. Support, service levels and system failures
Under MD 243 of 2025, a system failure must be notified within two business days. Ask for uptime commitments, incident processes, support hours in UAE time, and whether support is available in Arabic and English.
7. Pricing model
Pricing can be per document, tiered by volume, a flat subscription or bundled with ERP licences. Model your annual invoice and credit note volumes, including inbound invoices. Check set-up fees, connector charges and exit costs.
8. The one-ASP rule
The Guidelines state that a person may appoint only one ASP. Because switching later takes time and effort, choose for the long term rather than the cheapest short-term quote.
How onboarding works once you have chosen
Appointing an ASP is not only a commercial step. Onboarding is started by the taxpayer, not the provider, through EmaraTax:
- Sign the contract with your chosen ASP.
- In EmaraTax, open the E-INVOICING tile and select your ASP.
- Choose "Proceed to ASP" to complete onboarding with the provider.
- Your Tax Identification Number (TIN) is the first 10 digits of your TRN. Your Peppol participant ID is "0235" followed by the TIN.
- Test end-to-end flows, including credit notes, before your go-live date.
Penalties if you appoint an ASP late
Cabinet Decision No. 106 of 2025, published on the official UAE legislation portal and shown there as active, sets e-invoicing penalties. Two that matter most here are:
- AED 5,000 per month, or part of a month, for failing to implement the system, including failing to appoint an ASP on time.
- AED 100 per invoice or credit note not issued or transmitted on time, capped at AED 5,000 per calendar month.
Voluntary adopters are exempt from these penalties. The MoF's October 2026 programme presentation refers to a replacement Cabinet decision, but its text had not been published as of 18 October 2026. Check for updates before relying on these figures.

Frequently Asked Questions
How many accredited service providers are there in the UAE?
As of the MoF list updated on 16 October 2026, there are 67 accredited ASPs, with a few more in final assessment. The list is updated from time to time, so check it before you sign.
Can I use more than one ASP?
No. The MoF Guidelines state that a person may appoint only one ASP. Members of a VAT group each onboard separately.
Is a PDF invoice an e-invoice in the UAE?
No. E-invoices must be structured PINT AE XML exchanged through an accredited service provider. PDFs and scans do not meet the requirement.
What happens if I miss the 30 October 2026 deadline?
Under Cabinet Decision No. 106 of 2025, failing to appoint an ASP on time can lead to a penalty of AED 5,000 per month or part of a month. Appoint a provider as soon as possible and keep evidence of your progress.
Should we choose our ERP vendor's ASP?
It can simplify integration, but compare it on the same criteria as other providers: coverage of your scenarios, archiving, support and total cost.
