Small Business Relief UAE 2029: What the Extension Means for Your Business
Small Business Relief in the UAE now runs to 2029. See who qualifies, how to elect it and when not to. Book a free 30-minute call with GULF CONSULT.
Small Business Relief UAE 2029 is the headline change of the corporate tax year for owner-managed companies. In July 2026 the Ministry of Finance extended the relief so that eligible businesses can keep using it for tax periods ending on or before 31 December 2029. Before the change, the relief was due to stop with tax periods ending on 31 December 2026.
For thousands of small firms, consultancies, trading companies and start-ups, that means three more years of potentially paying no corporate tax at all. It also means more decisions: whether to elect the relief each year, how it interacts with your records, and what to plan for when it finally ends.
As of 18 October 2026. Always check the latest position on the Federal Tax Authority (FTA) and Ministry of Finance websites before filing.
What changed: Ministerial Decision No. 131 of 2026
The original rules sit in Ministerial Decision No. 73 of 2023 on Small Business Relief. On 29 July 2026 the Ministry of Finance issued Ministerial Decision No. 131 of 2026, which amends that decision.
The key points:
- New end date: the relief now applies to tax periods that start on or after 1 June 2023 and end on or before 31 December 2029.
- Previous end date: tax periods ending on or before 31 December 2026.
- Nothing else changed: the amendment only moves the end date. The revenue limit reported at the time of the announcement remains AED 3 million.
- Effective date: the day after publication in the Official Gazette.
In practice, a company with a calendar financial year can now consider the relief for 2023 (if its first period started after 1 June 2023), 2024, 2025, 2026, 2027, 2028 and 2029.
Who can claim Small Business Relief in the UAE?
Small Business Relief is designed for resident businesses with modest revenue. In broad terms you need to meet these conditions:
- You are a UAE resident person for corporate tax. This includes UAE companies and natural persons carrying on a business that is subject to corporate tax.
- Your revenue is AED 3 million or less in the relevant tax period, and in each previous tax period.
- You elect the relief in your corporate tax return. It is not automatic.
Some businesses are excluded even if their revenue is low. The most important exclusion for UAE owner-managers is Qualifying Free Zone Persons (QFZPs). A free zone company that wants the 0% rate on qualifying income cannot also use Small Business Relief. It has to choose. Members of large multinational groups should also check the exclusions in Ministerial Decision No. 73 of 2023 before electing.
If you are unsure which category you fall into, review your structure before you file. The choice affects your compliance burden for years.
The "every previous period" test
The AED 3 million test is not only about this year. Once your revenue goes over the limit in any tax period, you lose access to the relief for later periods, even if revenue falls back below AED 3 million. Growing businesses should track revenue month by month so the moment of crossing the threshold does not come as a surprise.
How the relief works in practice
When you elect Small Business Relief for a tax period, you are treated as having no taxable income for that period. Your corporate tax payable is nil.
You still have obligations:
- Registration: you must be registered for corporate tax with the FTA.
- Filing: you must file a corporate tax return within nine months of the end of the tax period and make the election in that return. The FTA's press release of 26 September 2026 confirmed that this nine-month deadline also applies to businesses claiming Small Business Relief.
- Records: you must keep proper accounting records that support your revenue figure. Under Article 56 of the Corporate Tax Law, records must be kept for seven years after the end of the tax period.
The FTA has published a "Basic Tax Information Bulletin: Small Business" (30 July 2026) on its corporate tax guides page. It is a useful plain-language starting point.
Should you elect Small Business Relief every year?
For many small businesses the answer is yes: paying nil tax with a simpler return is attractive. But the relief is a choice, and there are situations where it is worth modelling the alternative before you tick the box.
When electing usually makes sense
- Your business is profitable and revenue is comfortably below AED 3 million.
- You have no significant brought-forward tax losses you want to use.
- You do not need the detailed computations of a standard return for other purposes.
When to pause and review
- You are making a loss. If you elect the relief, you are treated as having no taxable income. The interaction between the relief and the use or carry-forward of losses and other reliefs is technical, so a loss-making business should review the position with an adviser before electing.
- You are close to the threshold. If you expect to cross AED 3 million soon, plan how you will move to full corporate tax computations, including transfer pricing records for related-party dealings.
- You are in a free zone. Compare Small Business Relief with QFZP status. A QFZP can pay 0% on qualifying income regardless of size, but must meet substance and other conditions and prepare audited financial statements.
- You are part of a group. Splitting a business into several small companies to stay under the threshold can attract anti-abuse scrutiny. Make sure each entity has a genuine commercial reason to exist.
Small Business Relief UAE 2029: planning for 2030
The extension gives you breathing room, but it does not remove the cliff. Unless the rules change again, tax periods ending after 31 December 2029 will not qualify. A profitable small business then moves to the standard regime: 0% on taxable income up to AED 375,000 and 9% above that, as shown on the official u.ae corporate tax page.
Use the next three years to get ready:
- Build good books now. Moving from a nil return to full taxable income computations is much easier with clean, reconciled accounts.
- Map your related parties. Payments to owners, family members and connected companies need to be at arm's length under the standard regime.
- Check your structure. Decide whether mainland, free zone or a mix suits your business model before 2030 rather than in a rush.
- Budget for tax. If your profit sits above AED 375,000, start setting aside cash for the 9% liability from 2030 onwards.
Common mistakes to avoid
- Not registering because "we pay no tax". Registration is still required, and the FTA's late registration penalty is AED 10,000.
- Forgetting to elect. The relief must be claimed in the return. Filing a standard return by mistake can create a tax liability.
- Relying on outdated advice. Plenty of articles still say the relief ends in 2026. Base your planning on Ministerial Decision No. 131 of 2026.
- Missing the filing deadline. Nil tax does not mean no deadline. Late filing can lead to penalties under the corporate tax penalties regime.

Frequently Asked Questions
Has Small Business Relief been extended beyond 2026?
Yes. Ministerial Decision No. 131 of 2026 extends the relief to tax periods ending on or before 31 December 2029. Previously it covered periods ending on or before 31 December 2026.
What is the revenue limit for Small Business Relief?
The revenue limit is AED 3 million per tax period, and the decision that extended the relief did not change it. Your revenue must also have been under the limit in every earlier tax period.
Do I still need to file a corporate tax return if I claim the relief?
Yes. You must be registered with the FTA and file a return within nine months of the end of your tax period, electing Small Business Relief in that return.
Can a free zone company claim Small Business Relief?
A Qualifying Free Zone Person cannot use Small Business Relief. A free zone company that is not a QFZP may be able to elect it if it meets the conditions. Compare both options before filing.
What happens after 2029?
Unless the law changes again, eligible businesses will move to standard corporate tax rules: 0% up to AED 375,000 of taxable income and 9% above that.
